PLANS to install flags or sails on an historic Oswestry building are at half-mast.

Councillors were divided over a bid by the Attfield Theatre and Oswestry Town Museum to place the installations on the Guildhall to promote their activities.

Some believed that the plan might be a good idea to promote the theatre and museum, while others were opposed on safety grounds and in fairness to other groups that use the hall.

But a proposal by Councillor Jay Moore was voted through to ask for more information before potentially approving the flags in the future.

During the meeting, Cllr Moore said that he was "all for it", although it needed "more information to make sure it's suitable".

Mayor of Oswestry, Cllr Sandy Best, said that she understood the reasons for the application, but that it would deter from the display outside the building.

She added; "Also I would argue that they're not the only ones – there are other groups meeting here on a weekly basis.

"I think it would deter from the building and this building has a larger function."

Cllr Chris Schofield said that he thought that "everyone in Oswestry and the surrounding area" knew where the theatre and museum were.

"They have their own website and have Facebook pages but I don't think they need flags on a historic building," he said.

Cllr Cherrington said that members must remember that the Guildhall is a listed building and "we are extremely restricted to what can and can't do" – also noting the costs involved.

He also raised concerns over potential dangers to passers-by and to the building's infrastructure.

Cllr Paul Milner was concerned that the flags would cause confusion for tourists and visitors over the museum and theatre's opening hours.

In an application to the Amenities Committee meeting on Wednesday, assistant clerk Arren Roberts that both organisations are keen to promote what they do and to encourage more visitors – and they needed to "reach out" to passing custom.

The initial proposal is that they would be sited either side of the front door and low enough to sit on under the hanging baskets.

Mr Roberts said that there were "a number of advantages and disadvantages" to the proposal.

"The council has always been supportive of both organisations and it is of benefit to the council, and the town, for both organisations to thrive," he added.

"However, both organisations operate on a part-time basis and members will need to consider whether they wish flags/sails outside the building o a permanent basis."

Councillor Jay Moore proposed that councillors ask for more information and possibly approve the flags in the future, while Cllr Peter Cherrington proposed that the application be opposed.

Cllr Vince Hunt, who chaired the meeting, said: "I think we need more information. It may end up with everyone saying no, or everyone saying yes – we shall see."
