Mewn cyfarfod o'r Cyngor Llawn ar y 5ed o Ragfyr, mi bleidleisiodd cynghorwyr Sir Ddinbych i gyflwyno tal treth cyngor ychwanegol o 50% ar gyfer cartrefi gwag tymor hir o Ebrill 2018 ac ar ail gartrefi o EbriH 2019.
Mae gan gynghorau Cymru'r hawl i gynyddu'r dreth cyngor o hyd at 100% yn ychwanegol ar gartrefi gweigion tymor hir ac ail gartrefi, mae'r pwerau hyn wedi cael eu dirprwyo drwy DdeddfTai(Cymru)2014.
Mi gyflwynwyd y pwerau newydd hyn gan Lywodraeth Cymru i roi cymorth i berchnogion cartrefi i beidio a gadael eu heiddo yn wag am gyfnodau maith o amser ac i sicrhau defnydd ar gyfer y cartrefi nyn ac ail gartrefi, er bud y gymuned leol a'r economi.
Fe ddiffinnir eiddo gwag tymor hir fel annedd nad oes neb yn byw ynddynt ac sydd wedi ei ddodrefnu'n sylweddol am gyfnod parhaus o leiaf blwyddyn.
Fe ddiffinnir ail gartref mewn annedd nad yw'n unig neu'n brif gartref i'r preswylydd a'i fod wedi ei ddodrefnu'n sylweddol. Mae'r anheddau hyn yn cael eu cyfeirio yn y Deddf 1992 fel eiddo sy'n cael ei feddiannu o bryd i'w gilydd ond maent yn cael eu cyfeirio atynt yn gyffredinol fel 'ail gartrefi'.
Rydym yn croesawu gohebiaeth yn Gymraeg. Ni fydd unrhyw oedi wrth ymateb i ohebiaeth a dderbyniwyd yn Cymraeg.

COUNCIL TAX PREMIUM FOR LONG TERM EMPTY HOMES AND SECOND HOMES

At a meeting of Full Council on 5th December 2017 elected members from Denbighshire County Council agreed an additional Council Tax premium of 50% is applied to Long Term Empty Homes from April 2018 and Second Homes from April 2019.
Councils in Wales were given the powers to charge homeowners up to 100% extra Council Tax on long-term empty homes and second homes, these powers have been delegated through "The Housing (Wales) Act 2014" Welsh Government has introduced these new powers to help Councils to encourage homeowners to not unnecessarily leave their properties empty and unoccupied for long periods of time and to bring long-term empty ana second homes back into use for the benefit of the local community and economy.
A long-term empty dwelling is defined as a dwelling which is both unoccupied and substantially unfurnished for a continuous period of at least one year.
A second home is defined as a dwelling which is not a person's sole or main home and is substantially furnished. These dwellings are referred to in the 1992 Act as dwellings occupied periodically but they are commonly referred to as 'second homes.
