Council makes recommendations on Oswestry supermarket bids

SHROPSHIRE Council has set out its recommendations on the four supermarket proposals for Oswestry.

The council recommends that the Smithfield, Central Car Park and JT Hughes/Guttercrest proposals are refused whilst the Richard Burbidge proposals are deferred pending further investigation.

15. RECOMMENDATIONS
 

15.1 CENTRAL CAR PARK application number 09 / 02082 :-
It is recommended that the application is REFUSED for the following
reason:-
“The proposal as submitted fails to demonstrate that the traffic likely to be
generated can be adequately accommodated on the local highway network
without serious detriment to the free flow of traffic and without being
prejudicial to the safety of highway users, contrary to the requirements of
adopted and saved policy SP2 of the Oswestry Borough Local Plan and
Policy EC10.2(b) of PPS4 Planning for Sustainable Economic Development”
 

15.2 RICHARD BURBIDGE application number 09 / 15869 :-
It is recommended that the application is DEFERRED pending further
investigation of the suitability of the sequentially-preferred Central Car Park
site to accommodate a food retail development.
The application will be brought before the Committee again within a period
of 3 months.
 

15.3 THE SMITHFIELD application number 08 / 15788 :-
It is recommended that the application is REFUSED on the following
grounds :-
1. The Primary use of the proposed development is retailing, and as the
application site is in an out of centre location, and the applicants have
failed to demonstrate that there are no other suitable sites which are
better situated to form links with the town centre, it is therefore contrary
to adopted and saved policies SP1, SP2 and SP3 of the Oswestry
Borough Local Plan, and policies EC10, 15 and 17 of PPS4 - Planning
for Sustainable Economic Development
2. The cumulative impact of the proposed Foodstore, in conjunction with
another emerging Foodstore proposal either on the Central Car Park
site or the Richard Burbidge site, would have a harmful effect on the
town centre, contrary to Local Plan policies SP1 and SP2 and PPS4.
 

15.4 JT HUGHES / GUTTERCREST application number 09 / 15868 :-
It is recommended that the application is REFUSED on the following
grounds :-
1. The Primary use of the proposed development is retailing, and as the
application site is in an out of centre location, and the applicants have
failed to demonstrate that there are no other suitable sites which are
better situated to form links with the town centre, it is therefore contrary
to adopted and saved policies SP1, SP2 and SP3 of the Oswestry
Borough Local Plan, and policies EC10, 15 and 17 of PPS4 - Planning
for Sustainable Economic Development
