POWYS County Council's ruling group has called on the Welsh Government to review TAN08.
The shock development comes after Shropshire Council said any planned electricity cables should be buried underground.
The administration's secretary Councillor Dawn Bailey said: "The public have a clear right to have their concerns over these proposals properly answered.
"In our view, that cannot be done without a fresh and thorough examination of all the issues surrounding the TAN08 proposals and associated power infrastructure.
"The Welsh Government must listen to what the general public and their elected representatives are saying, or risk a very real loss of trust in Mid-Wales."
